Birmingham Council Approves Southern Area Plan for Crestline, Crestwood and Red Mountain: What Owners Should Know

Quick read: Birmingham’s City Council approved two zoning measures, according to ABC 33/40 on October 20, 2026: it adopted the Southern Area Framework Plan, and it removed the D-5 district from the city’s Affordable Housing Density Bonus list. If you own a house in Crestline, Crestwood or Red Mountain, the plan is the city’s guide for future land use around you.

What the council did

ABC 33/40 reported that the council acted on two items. The first approved the Southern Area Framework Plan, which covers the Crestline, Crestwood and Red Mountain communities. The station described the vote as capping a yearslong process to update the city’s guidance for future land use. The plan is one of nine framework plans that grew out of Birmingham’s 2013 Comprehensive Plan, meant to guide growth, investment and neighborhood revitalization.

The second item was narrower. Recent zoning changes capped structure height in the D-5 district at 35 feet, while the Affordable Housing Density Bonus requires structures at least 60 feet tall. D-5 buildings could not meet that requirement, so the council removed D-5 from the list of eligible districts. Councilor Josh Vasa said the cap “made the height density component irrelevant” and called the change “right-sizing the relevant zoning designations going forward.” City officials said they are working on additional zoning designations that fit the bonus, and that several existing designations already qualify.

What we do not know yet

The article does not give the vote tally, the case numbers, or which districts qualify for the bonus. It also does not say which parcels in the Southern Area change zoning classification, or when. Before you decide anything about a specific house, check your parcel’s current zoning on the city’s planning pages and ask the Planning, Engineering and Permits staff what the plan means for your lot.

What this means if you own near Crestline, Crestwood or Red Mountain

A framework plan is guidance for how the city expects an area to develop. It is not a sale price and it does not change your tax bill by itself. Where it can matter is on the buyer side: a buyer, lender or investor looking at an older house will ask what the zoning allows next door and along the nearest commercial corridor. If your property is a rental, a vacant house or an inherited home, clear answers about zoning and condition make a sale simpler.

Three situations come up most often:

  • You own an older house and wonder whether to wait for the plan to play out. The plan sets direction, but the article gives no construction timeline. Waiting is a bet on events no one has dated.
  • You inherited a house and are carrying taxes and insurance on it. Holding costs run every month while a plan unfolds over years.
  • You own a rental or a property that needs repairs. Fixing it to retail standards costs money up front, and a cash buyer purchases as-is.
